PAC Engineering, LLC was founded in July 2011 by Ian T. Riensche, P.E., and is located in Gig Harbor, Washington. Ian has a B.S. in Electrical Engineering and a B.A. in English, both from Washington State University. Ian is a member of the Western Protective Relay Conference paper selection committee. Ian is also the Sudoku creator for the Tacoma News Tribune and The Olympian.
Project Experience
- 2011: Co-presented the paper, "Zero-Sequence Mutual Coupling and Relay Directionality," at the Western Protective Relay Conference in Spokane, WA.
- 2011: Lead protection and control design engineer on Tacoma Power's Northeast-Tideflats-Pioneer transmission line teleprotection modernization project. Responsible for design and commissioning of new protective relay package.
- 2009-11: Lead protection and control design engineer on Tacoma Power's new Canyon Substation project, a 400MW, 230/110kV interchange point with Bonneville Power Administration (BPA). Responsible for the relaying and SCADA (Supervisory Control & Data Acquisition) design and commissioning, and oversaw an associate engineer during the project.
- 2010: Lead protection design engineer on Tacoma Power's Fife Substation modernization project. Responsible for design and commissioning of the protective relaying package, including an Underfrequency Loadshedding Scheme (UFLS).
- 2010: Lead SCADA design engineer on Tacoma Power's new Milwaukee Substation project. Responsible for design and commissioning of a brand new SCADA architecture for Tacoma Power.
- 2010: Conference speaker at the SUBNET Solutions User Group in Phoenix, AZ.
- 2009: Lead protection and control design engineer on Tacoma Power's 230kV microwave transfer trip modernization project. Responsible for design and commissioning of new protective relaying schemes at two BPA interchange points.
- 2009: Served on Tacoma Power's Selection Advisory Committee to interview and select three engineering consultants for our General Services Agreement contract.
- 2009: Lead protection design engineer on Tacoma Power's Fort Lewis Central Substation modernization project. Responsible for design and commissioning of its new protective relaying package.
- 2008: Responsible for conversion of our ASPEN Relay Database from the MS Access-based version to the SQL Server-based version.
- 2008: Lead protection design engineer on Tacoma Power's Cedar-Stobehlah and Northeast-Stobehlah transmission line teleprotection project. Responsible for settings development and commissioning of new protective relay package.
- 2007: Lead protection design engineer on Tacoma Power's Madigan Substation modernization project. Responsible for design and commissioning of its new protective relaying package.
- 2006: Lead protection design engineer on Tacoma Power's Crescent Substation feeder relay modernization project. Responsible for design and commissioning of new high impedance fault detection protective feeder relay package.
- 2005: Lead protection design engineer on Tacoma Power's Lacamas Substation feeder relay modernization project. Responsible for design and commissioning of new high impedance fault detection protective feeder relay package.
- 2005: Served on Tacoma Power's Labeling Standards Committee to develop a standard for text descriptions on switchgear labels.
- 2005-present: Maintain Tacoma Power's system oneline model or base case. Responsible for the exchange of model updates with BPA.
- 2004: Assisted with commissioning of the protective relay package at Tacoma Power's new Blair Substation.
